Lackawanna & Luzerne Counties Launch Online Public Survey on Traffic Congestion

Scranton/Wilkes-Barre, PA: The Lackawanna-Luzerne Transportation Study (LLTS) Metropolitan Planning Organization (MPO) is conducting an online survey to gather public input for its 2024 Congestion Management Process (CMP). The goal is to reduce congestion on the region’s roadways by identifying troublesome corridors/intersections and strategies to improve traffic flow and safety.


The survey is available at https://metroquestsurvey.com/ry0q0x and will remain open through Feb. 9. An interactive map allows the public to mark and annotate areas of concern. The survey can be completed from a computer, laptop, or smartphone.
Potential strategies will be influenced by travel demand, roadway capacity, land use management, opportunities for better signage, signaling, and safety improvements, among others. Addressing traffic congestion can reduce harmful impacts on the economy, improve travel times, and reduce vehicle emissions. The LLTS MPO intends to leverage the CMP to develop performance metrics and strategies that can better inform future planning and effectively mitigate traffic congestion.


“We know that data can tell a story, but our region’s residents and travelers are the ones who can affirm that story” said Matthew Jones, planning director for Luzerne County. “It is important for those who live and work in the region to share their ideas for where and how best to address traffic congestion.”
County planning department staff are leading the project, in cooperation with PennDOT and technical consultants from Michael Baker International. It is further being guided by an advisory committee of transportation agencies, municipal government representatives, and other regional stakeholder groups. The previous CMP was published in 2015.

About The Lackawanna-Luzerne Transportation Study MPO (LLTS MPO):
The Lackawanna-Luzerne Transportation Study Metropolitan Planning Organization (LLTS MPO) was established as a result of the 1973 Federal Highway Act. The MPO is a body that determines how all federal and state highway/bridge funds are allocated in the two-county region and is staffed by the Lackawanna County Department of Planning and Economic Development and the Luzerne County Department of Planning and Zoning. The MPO meets four times each year and all meetings are open to the public.
