The Metropolitan Planning Organization (MPO) was established as a result of the 1973 Federal Highway Act. The MPO is a body that determines how all federal and state highway/bridge funds are allocated. The Lackawanna/Luzerne MPO encompasses all areas of the two counties.

Congestion Management Process Published

The 2024 Congestion Management Plan was adopted by the Lackawanna-Luzerne Transportation Study Metropolitan Planning Organization on April 9, 2024. This report provides us with a framework to evaluate and monitor traffic congestion within the region. It also assists LLTS in the identification and prioritization of transportation strategies that focus on congestion and travel reliability.

Coordinated Public Transit – Human Services Transportation Plan Published

The 2024 Coordinated Public Transit-Human Services Transportation Plan was adopted by the Lackawanna-Luzerne Transportation Study Metropolitan Planning Organization on April 9, 2024.  The Plan explores ways to improve access to human service providers by means of transit, and helps area agency/stakeholder projects remain eligible for grant monies that enhance mobility for seniors and individuals with disabilities.
